Qubes failed installation

I purchased a NitroPad V56 with Qubes installed. The initial configuration failed. The error message said to sudo qubesctl --all state.highstate in dom0. But qubesctl doesn’t exist and after rebooting I get the error message Invalid signature on the kexec boot params.

How can I fix this?
